The sixth Conference on Rule of Law Development in the Private Economy was held in Beijing on July 31. Ge Xiaoyan, Deputy Prosecutor General of the Supreme People's Procuratorate (SPP), attended the meeting and delivered a speech.
Ge emphasized that the rule of law is the best business environment. She pointed out that fostering a law-based business environment requires upholding equal protection for all types of business entities in accordance with the law. Procuratorial organs must conscientiously implement the Private Sector Promotion Law, and consistently implement the Guidelines of the Supreme People's Procuratorate on Fully Performing Procuratorial Functions to Promote the Development and Growth of the Private Economy.
She emphasized the need to hold accountable those who infringe upon the property rights and legitimate interests of various forms of economic ownership, ensure equal responsibility and punishment, and firmly safeguard the order of the socialist market economy.
She called for procuratorial organs to actively participate in special campaigns to regulate enterprise-related law enforcement and administration of justice, carry out supervision over unlawful cross-jurisdictional and profit-driven law enforcement and administration of justice, and comprehensively leverage the "four major procuratorial functions" to safeguard the legitimate rights and interests of various business entities in accordance with the law.
She also called for strengthening cooperation and coordination with federations of industry and commerce and other law enforcement and judicial organs, and for handling each enterprise-related case with high quality and efficiency to jointly support the high-quality development of the private economy.
In the first half of this year, procuratorial organs prosecuted 65,000 individuals for crimes that disrupt the order of the socialist market economy, an increase of 4.2 percent year-on-year. More than 9,200 individuals were prosecuted for crimes involving infringement of trademark rights, patent rights, copyright, and trade secrets.
In addition, the conference released 10 key initiatives to promote the rule of law in the private economy for 2025, along with a series of typical cases on the law-based and equal protection of the legitimate rights and interests of private enterprises and entrepreneurs.
